Public Funds Used for Gov't Consulting

Around a month back or so, there was a conversation I read on a message board that included a mention of a law which prohibited the government use of public funds to purchase equipment and then use it for an excavation in competition with consultants (I think that I have that correct). If anyone recalls what law/regulation that is or the name of it or correct my understanding of what I wrote, would you please weigh in.  Or perhaps I've dreamt this.

I don't know the name/number of the law, but you are correct. There is a law that prohibits the government from directly competing with the private sector, and it applies across the board.
