Responsible for the compliance with all appropriate laws and regulations as stated in the requirements and responsibilities section of the Certified Local Government (CLG) regulations.

 Essential Duties and Responsibilities:
The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
Review and approve all site clearance documents prior to the approval of the Land Management Administrator.
Responsible in establishing and maintaining a basic working inventory of cultural resources within the North Slope Borough compatible with the Alaska Heritage Resources Survey (AHRS), and manually provide new data to the Office of History and Archaeology.
Participate in the establishment of policies and procedures for access and use of the inventory that addresses sensitive site location information.
Responsible for the completion of the annual report of all historic preservation activities to SHPO.
Responsible for the completion of the annual updates of AHRS information to the Office of History and Archaeology.
Work with AHRS information along with GIS Division.
Work with the state SHPO office in the identification of TLUI sites within the North Slope Borough.
Record location and description of traditional land use sites.
Work with Land Management Regulation division personnel on issues related to TLUI.
Respond to the public in a professional and courteous manner.
Cross train with other employees in the department and provide coverage as necessary.
Participate and successfully complete all departmental required training.
Prepare monthly summary reports for the CLG activities.
Ensure correct Inupiat spelling of location and spelling of location and description of place names, rivers, base features on the North Slope for developing bilingual maps.
Travel to and coordinate and interview elders from villages for gathering information related to TLUI and oral history.
Assist GIS and LMR personnel in locating all subsistence cabins within the North Slope Borough.
Perform other duties as assigned.

 Knowledge, Skills and Abilities:
Knowledge of North Slope Borough organization, operations, policies and procedures.
Knowledge of applicable state and federal statutes, rules, codes and regulations.
Skill in reading and interpreting maps, plats, surveys, construction plans and specifications.
Ability to gather information, analyze facts, and provide practicial recommendations.
Ability to establish and maintain effective working relations with a wide variety of persons, including those whose interests are at times adversarial.
Ability to work independently, perform highly accurate work, and write clear and accurate reports and correspondence.
Knowledge of Geographic Information System. (GIS)
Skill in the operation of a Global Positioning System. (GPS)
Ability to work under varied weather conditions.
Knowledge of traditional & contemporary customs and activities of the North Slope, ability to speak Inupiat is recognized as one measure of understanding traditional customs and activities.  
 Education, Experience, Certifications and Licenses Required:
Associates Degree in Anthropology, Archaeology, Architectural History or closely related field; 
Three years of work experience with a PC utilizing common software applications; 
Two years of combined work experience applying state and/or federal statutes, rules, codes and regulations; 
Ability to obtain and maintain a valid Alaska Drivers License that meets North Slope Borough insurance criteria within the probationary period; 
Ability to obtain a North Slope training Co-Operative Card (NSTC) within the first two months of employement.  (Unescorted North Slope Safety Orientation-Awareness Level); 
Fluent in Inupiat speaking and writing.
