Performs independent, professional work to promote and regulate the preservation, rehabilitation and adaptive reuse of historic structures within the City. Acts as a primary contact for the community, and assists property owners and design professionals in the planning/permitting process within the City's historic districts. Liaises between the City and various agencies, organizations, and municipalities in the realm of historic preservation, and provides technical assistance to the Historic Preservation Commission and Boise City History Committee. Work requires considerable independent judgment and initiative and is performed under general direction.

 Essential Functions:
Meets with applicants for design advice prior to application process for analysis and issuance of certificates of appropriateness and building permits. Conducts pre-application meetings and reviews applications for completeness and potential issues. Performs on-site visits of subject properties for research, public notice posting, and photographs. Analyzes application materials with respect to the Boise City Zoning Code, Secretary of the Interior's Standards for the treatment of Historic Properties, Design Guidelines for Residential and Commercial Historic Districts, and relevant neighborhood plans. Writes detailed, technical staff reports with analysis and findings for review by the Historic Preservation Commission. Issues staff-level Certificates of Appropriateness. Makes presentation of staff report findings to the Historic Preservation Commission at public hearings. Issues Commission-level Certificates of Appropriateness. Conducts work sessions for the Historic Preservation Commission. Scans and uploads documents and correspondence to the database. Reviews building permit applications for compliance with the Boise City Zoning Code as well as those applications that received a Certificate of Appropriateness for compliance with the relevant conditions of approval. Conducts zoning inspections for all projects within a City Historic District. Fields zoning enforcement complaints within the historic districts. Works with Zoning Enforcement Officers and property owners on mitigation and abatement of zoning enforcement issues. Reviews and releases construction bonds for completion of work. (30%)
Researches potential grant funding opportunities, including Certified Local Government (CLG) program, Preserve America, and National Park Service and National Trust sources. Works with community and local preservation groups on potential grant-funded projects. Applies for and manages external grants for historic preservation projects. Drafts Request for Proposals (RFP's) and contracts for grant-funded projects. Manages non-CLG line item of Planning and Development Services budget. (30%)
Acts as a CLG Liaison, providing Cultural Resource Coordination and Inter-Governmental Outreach. Ensures compliance with the state Certified Local Government program. Responds to requests for information regarding projects or properties from the State Historic Preservation Office. Reviews and updates local nominations to the National Register of Historic Places. Ensures City projects result in no adverse impact to properties listed on the National Register of Historic Places. Maintains records, surveys, and inventories pursuant to the Certified Local Government program. Responds to government questionnaires and surveys on modifications and updates of various sites and structures. Maintains list of local National Register properties. Ensures compliance with Section 106 of the National Historic Preservation Act and Native American Grave Protection and Repatriation Act. Assists in identification and assessment of historic properties in Federal undertakings. Participates in 106 Consultation as needed. Provides assistance and support to other preservation groups including ADA County Historic Preservation Council, Boise City History Committee, State Historic Preservation Office, U.S. Department of the Interior, National Trust for Historic Preservation and Preservation Idaho. Attends meetings and events of the aforementioned groups. Represents the City at meetings including Save Our Landmarks, etc. Assists smaller Idaho communities with technical support and advice on historic preservation issues. (20%)
Performs Geographic Area Planning (GAP)and special projects. Surveys existing and proposed historic neighborhoods. Researches and writes nominations to the National Register of Historic Places, and of Local Landmarks. Organizes special events, Fa├žade Easements, Interpretive displays, prepares various educational brochures, updates of guidelines and of Historic Preservation Plan. Partnerships with groups, including the Arts and History Department, State Historic Preservation Office and National Trust for Historic Preservation. Preservation and stabilization of James Castle Cottage. Liaises between the City of Boise and the assigned Neighborhood Associations, attends meetings, fields questions and concerns, and is available for special events. Supports neighborhood policing officers and obtains specialized knowledge of assigned planning areas. (10%)
Provides customer service and internal support. Responds to citizen inquiries at the front counter, over the telephone, email and in-person on the field. Works with other City staff to ensure the historic preservation page of the City's website is current. Provides assistance to Design Review and other staff as needed. Participates with Blueprint Boise and other department-wide planning efforts. Assists the City Clerk's Office with file maintenance. Serves as a back-up for the front desk planner as scheduled. Assists the Zoning Enforcement Officers and follow-up reports on violations. (10%)

Required Knowledge, Experience, And Training
Must have a Bachelor's degree in Architecture, City Planning, Historic Preservation, Archeology or related field. 
Requires education and/or experience to attain the following:
Three years professional level experience in historic preservation, architecture, professional planning, urban design, or an equivalent combination of experience and/or education. 
Functional knowledge of the goals and objectives of an historic preservation program; the application of the Secretary of the Interior's Standards for Rehabilitation, methods, techniques, and materials, and of pertinent ordinances, codes and regulations; sources and availability of current information in the field of historic preservation; funding sources for historic preservation; planning research, zoning and community renewal activities, organizing and implementing historic preservation programs; research techniques and report writing; and computer software applications related to the work.
Ability to provide effective assistance in the development and administration of a historic preservation program; prepare and compile comprehensive reports; analyze situations or a wide variety of complex data, and demonstrate independent judgment in arriving at conclusions; present ideas clearly and concisely, both orally and in writing; establish and maintain effective working relationships with a wide variety of individuals and groups; plan and carry out historical research effectively and evaluate historic preservation data; display an attitude of cooperation and work harmoniously with all levels of City employees, the general public and other organizations; communicate effectively in the English Language at a level necessary for efficient job performance; complete assignments in a timely fashion; understand and comply with all rules, policies and regulations; maintain regular attendance; perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation.
Individuals must be capable of operating vehicles safely and have an acceptable driving record.
Preferred Knowledge, Experience, And Training
Master's degree in Architecture, City Planning, Historic Preservation, Archeology or related field, and four years experience in historic preservation, architecture, professional planning, urban design, or similar field. Experience in a public sector is preferred. Possession of American Institute of Certified Planners (AICP) Certification and LEED (an internationally recognized green building certification system developed by U.S. Green Building Council (USGBC)).
Licensing And Other Requirements
Valid Idaho driver's license.
