ESSENTIAL JOB DUTIES AND RESPONSIBILITIES
Coordinates activities by scheduling work assignments, setting priorities, and directing the work of subordinate employees.
Evaluates and verifies employee performance through the review of completed work assignments and work techniques.
Identifies staff development and training needs and ensures training is obtained.
Maintains records, prepares reports, and composes correspondence relative to the work and as assigned by the Environmental Supervisor.
Evaluates proposed activities and makes determinations concerning proper treatment of known or potential archaeological/cultural resources.
Conducts archaeological/cultural research and prepare reports for publication.
Reviews and signs dig permits for excavation activities.
Makes presentations on archaeological/cultural resource topics to Command and public groups.
Responsible for ensuring compliance with the USAKA Environmental Standards (UES), Army Regulation (AR) 200-1, the Historic Preservation Plan, and overseeing compliance with historic preservation laws and regulations during on-going construction projects.
Conducts archaeological fieldwork, monitoring, survey, and data recovery efforts.
Completes analysis and cataloging of data, assists in the preparation of technical reports, and assists in the assessment of cultural resources.
Reviews installation’s policies and procedures to ensure provisions of the relevant environmental and cultural resources planning documents and regulations are complied with in an appropriate and timely manner.
Works with and advises USAG-KA and KRS staff regarding planning and construction activities and provides guidance to assure they are accomplished in a manner to ensure that the features of historical significance are given appropriate consideration and are in compliance with relevant standards and regulations.
Maintains records and databases including site files, permit files, historic properties documentation, historic archives, human remains, and cultural sensitivities data.
Manages and maintains the USAG-KA archaeological and historic collections in accordance with the USAG-KA Collections Management Plan; provides technical advice on maintenance issues related to the collection.
Performs and documents annual condition assessments of historic properties; develops mitigation strategies to resolve adverse effects to historic properties and plans and supervises activities to protect and improve the conditions of cultural resources.
Advises in coordinating project review and consultation with the host nation EPA, HPO, US federal agencies and consulting parties; works with the Environmental staff to coordinate integration of cultural resource reviews with the NEPA process to streamline the consultation process.
Archaeologist assists in the identification of potential cultural material recovered during fieldwork.
Maintains a public education program as specified in the USAG-KA Historic Preservation Plan, including, but not limited to, conducting applicable training for the KRS work force and generating electronic publications to raise awareness of cultural resource issues.
Works with KRS staff regarding planning and construction activities and provides guidance to assure they are accomplished in a manner to ensure that the features of historical significance are given appropriate consideration and are in compliance with relevant standards and regulations.
Provides technical/operational support as requested to USAKA, KRS, host nation, US federal agencies, and regulatory compliance officers/inspectors.
Prepares specific reports/white papers as required in accordance with KRS contract deliverables, regulatory requirements, and cultural resource related queries as required by supervisor.
Tracks and maintains cost accounting associated with the conservation program and ensures activities are maintained within approved budget limitations.
Performs other related duties as assigned.
       
 
JOB SKILLS & KNOWLEDGE REQUIREMENTS:
Required: 
Some knowledge of supervisory and training techniques
Ability to supervise others in archaeological excavations and analysis.
Refined skills in oral and written communication.
Demonstrated ability to effectively carry research to completion.
Knowledge of the established principles, methods and techniques of archeological investigation, survey and excavation necessary to review literature, develop and coordinate archeological projects independently.
Demonstrated ability to effectively assess condition and significance of archeological sites or features and historic structures in order to analyze data, prepare records, written reports, and planning documents.
Knowledge of basic stabilization and conservation methods, cataloging and inventory of cultural resources including artifacts, structures, and archives.
Ability to cooperate and collaborate with members of the public, local communities, members of archeological organizations, and professionals in other US and host nation federal agencies and dignitaries to better understand, interpret and preserve archeological resources.
Demonstrated skill in data entry, data analysis and database management.
Knowledge of US federal laws, regulations and policies pertaining to cultural resources.
Knowledge of the following software programs: GIS (ArcGIS), PastPerfect Cataloging software, MS Word, MS Excel, MS Access, MS PowerPoint, CorelDRAW, Corel PhotoPAINT, and AutoCAD.
 
 
Desired: 
Knowledge of Six Sigma program tools and methodologies and/or Six Sigma Certification.
Knowledge of archeology, with an emphasis on the archeology of the Pacific Region and specialized knowledge of Central Pacific and World War II archaeology.
Demonstrated ability to effectively operate Ground Penetrating Radar equipment and associated software.
Demonstrated ability to effectively implement the USAKA Environmental Standards, the Document of Environmental Protection for Cultural Resources, and the USAKA Historic Preservation Plan.
 
EXPERIENCE (Years):
Required: 
Six (6) years of full-time archaeological work experience that demonstrates a thorough knowledge of the fundamental principles and theories of professional archaeology.
Work experience must include two (2) years of archaeological field experience, which may include that gained in an archaeological field school; Field experience should include a combination of professional experience in archaeological survey, excavation, laboratory analysis, and preparation of written materials.
One (1) year of full time professional experience at a supervisory level in the study of archaeological resources of the historic period.
 
Desired:
Documented experience coordinating with historic preservation agencies and foreign dignitaries, such as the Republic of the Marshall Islands Historic Preservation Office, and Japanese Ambassadors.
Archaeological experience working in the Pacific Region, especially in the Central Pacific and World War II archaeology. 
 
 
EDUCATION:
Required: 
Master's of Science in Archaeology, Anthropology, or closely related field.
  
OTHER SPECIAL QUALIFICATIONS:
Common Access Card (CAC) required to perform job duties.
This position is accompanied.
Must be able to relocate to the United States Army Kwajalein Atoll.
You and your authorized dependents, if any, traveling to Kwajalein Atoll, are required to have a valid passport in your possession prior to relocation. You and your dependents must maintain a current passport during your stay on Kwajalein Atoll.
