Full/Part Time:
Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit (PCSU), controlled by the U.S. Army Garrison, Directorate of Public Works, Environmental Office, Cultural Resource Program on the island of Oahu.  Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 
MONTHLY SALARY RANGE:  $2,868 - $5090/Mon. 
DUTIES:  Provides day-to-day support in implementing the Oahu Cultural Resources Program Scope of Work (SOW).  Designs, implements, and maintains  relational database structure, data entry forms, analytical queries, and summary reports within the Cultural Resource database system.  Assures that the Cultural Resource database information corresponds with security methods and procedures provided by the Department of Defense (DoD).  Checks quality of existing data, ensures metadata standards within databases, and develops corrective measures where disparities occur.  Assists the PCSU/CRM GIS Specialist and oversees the database work of the Cultural Resources staff.  Develops a series of simple databases for operational activities.  Performs assigned tasks to implement programs developed by the U.S. Army Garrison, Hawaii (USAG-HI) Cultural Resources Manager.  Works independently at the direction of the Senior Cultural Resources Specialist (Oahu) to support all fieldwork, including drafting plans and reports, accompanying cultural accesses, monitoring, pedestrian survey, implementing data recovery plans, conducting excavations, data collection and input, and coordination of assigned tasks/projects.  Participates in public outreach activities.  Becomes familiar with installation plans, undertakings, and cultural studies and inventories.  Works in areas with Unexploded Ordnance (UXO) with professional Explosive Ordnance Disposal (EOD) supervision as required. 
PRIMARY QUALIFICATIONS: EDUCATION/TRAINING:  Bachelor's Degree from an accredited four (4) year college or university in Archaeology, Cultural Resources Management, Computer Science, or related field.  EXPERIENCE:  One to three (1-3) years of experience in performing archaeological fieldwork, drafting archaeological plans, writing results of field or lab procedures, lab analysis, and data collection, and input.  Experience in archaeological fieldwork must include pedestrian survey, mapping, minor excavation, and testing.  Experience with relational database management systems, including specific management of a complex database driven website particularly with user-friendly application.  Experience in database development.  ABIL/KNOW/SKILLS:  Knowledge of the National Historic Preservation Act of 1966, as amended, and related regulations and laws.  Programming knowledge of at least one (1) database programming language and Structured Query Language (SQL) Server 2008, word processing, and spreadsheet software.  Working knowledge of database software, metadata standards for verification and correction, controlling database input to ensure Quality Assurance/Quality Control (QA/QC), troubleshooting, and computer hardware including field input and downloading.  Knowledge of how to integrate multiple databases (GIS, PastPerfect, Excel spreadsheets) and general GIS database structure.  Knowledge of database applications and map production using ArcGIS.  Basic knowledge of Hawaiian cultural resources and archaeological methods. Ability to use compass, maps and GPS.  Computer literate in Microsoft Office applications, including Word, Access, Excel, PowerPoint, and Outlook.  Ability to manage complex relational databases.  Highly proficient in database programming and problem solving.  Excellent organizational skills and attention to detail.  Ability to work under pressure to meet program goals.  Excellent oral and written communication skills.Must possess a valid driver’s license and maintain throughout the duration of employment. If personal vehicle will be used for business purpose: Must possess proof of personal vehicle insurance and maintain throughout the duration of employment. Must also provide the RCUH Human Resources Department with driver’s license information and keep current throughout the duration of employment. Failure to meet this requirement or falsification of documents may result in disciplinary action including and up to termination of employment. Post Offer/Employment Conditions:Must be able to pass a post offer criminal background check.  Must provide a copy of driver’s abstract without citations that would be considered a “poor driving record” (as defined by PCSU) and/or will prevent incumbent from driving on Department of Defense (DoD) installations.  Must be able to pass a DoD security check for employment as an Army contractor.  Applicants selected will be subject to a Government security investigation and must meet eligibility requirements for access to classified information.  Must possess the American Red Cross Certification in First Aid/CPR (or be able to obtain and maintain the certificate following the training provided within three (3) months of hire and maintain throughout duration of employment).  Must complete UXO training within six (6) months from date of hire as job duties will require work in UXO areas.  Must complete online forty (40) hour Hazardous Waste Operations and Emergency Response (HAZWOPER) training within two (2) weeks from date of hire or may be subject to termination. PHYSICAL/MEDICAL REQUIREMENTS:  Works under strenuous and extreme outdoor conditions.  Able to hike up to five (5) miles per day with backpack weighing up to thirty-five (35) pounds over rough terrain at elevations up to 4,000 feet. POLICY AND/OR REGULATORY REQUIREMENTS:  As a condition of employment, employee will be subject to all applicable RCUH policies and procedures and, as applicable, subject to University of Hawaii's and/or business entity's policies and procedures.  Violation of RCUH's, UH's, or business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.). 
SECONDARY QUALIFICATIONS:  Bachelor’s Degree from an accredited four (4) year college or university in Osteology, Physical Anthropology, and/or related field or other specialized skill relevant to archaeology and/or cultural resources management preferred.  Specialized skills relevant to archaeology and/or cultural resources management preferred.  Education and experience in the cultural and archaeological setting specific to Army lands on Oahu and/or Hawaii Islands.  Experience in Hawaii and/or Pacific Islands archaeology.  Knowledge of Hawaiian and/or Pacific Islands archaeology and cultural history.  Knowledge of Department of Defense cultural resources in general and the policy, organizational, and operational contexts within which they are managed.  Knowledge of local, Federal, and State lands use and environmental laws.  Familiarity with integrative techniques used to inventory, assess, and display cultural resource assets, environmental impacts, and their interrelationships.  Advanced experience with GIS and GPS, in addition to advanced knowledge and experience with Microsoft Access database management.  Experience performing a variety of cultural resources program tasks, particularly in a governmental agency setting. Strong time and project management skills.  Experience in tracking defunct URLs and locating appropriate alternatives.  Experience in multiple complex and detailed programmatic projects.  Commitment to the protection of Hawaii’s Cultural resources and the goals of the Oahu Army Cultural Resource Program.
