Responsibilities

Coordinates the State Historic Preservation Office's review of federally-funded transportation projects.  Coordinates and prepares for appropriate agency signature recommended agency responses on federal undertakings involving transportation and transportation enhancement projects submitted for comment under Section 106 of the National Historic Preservation Act, as amended, and through NEPA documents.  Provides input for SCDOT long-range planning including Advanced Project Planning Reports, and for transportation projects coordinated through Local Public Agency Administration program:  Key functions:
  • Consults with state and federal agencies, owners and managers, and consultants, and interprets state and federal laws and regulations;
  • Evaluates significance of historic/architectural and archaeological properties based on National Register of Historic Places criteria (coordinating with other staff as needed);
  • Assesses the potential effect of proposed projects on historic/architectural and archaeological properties (coordinating with other staff as needed);
  • Makes site visits;
  • Attends liaison coordination meetings with SCDOT, and provides training on Section 106 at DOT workshops.  Also attends public information meetings and public hearings as requested by SCDOT;
  • Reviews and comments on memoranda of agreement;
  • Tracks agency responses to transportation projects through maintenance of databases, logs, and preparation of reports.

Additional duties:  Helps consultants, SCDOT, local governments, and other organizations to plan, implement, and promote surveys of historic properties.  Consults with professional consultants and comments on draft products; coordinates field evaluation of surveys to determine National Register eligible resources; and assists with digitization of cultural resources information to ensure availability in online GIS system, ArchSite.

Minimum Requirements
A master's degree in archaeology, architectural history, historic preservation, or a related field; or a bachelor's degree in archaeology, architectural history, historic preservation, or a related field and 2 years relevant work experience in cultural resources management.

Knowledge, skills, and abilities:

  • Knowledge of American history, architecture, historic landscapes, and archaeology;
  • Knowledge of federal, state, and local preservation programs, including Section 106 of the National Historic Preservation Act and Section 4(f) of the Department of Transportation Act;
  • Knowledge of the National Register of Historic Places and cultural resources survey process, including evaluation of historic landscapes and districts;
  • Ability to use GIS in cultural resources management;
  • Ability to interpret and apply complex federal regulations and guidelines;
  • Ability to work well with state and federal agency and local government officials, and the general public;
  • The position requires a person with initiative, judgment, tact, and organizational, time management, and communication skills.
Preferred Qualifications:
    
A master's degree in archaeology, architectural history, historic preservation, or a     related field and 2 years relevant work experience in cultural resources     management.
