Working cooperatively with the National Park Service’s Joshua Tree National Park (JOTR), the Great Basin Institute is recruiting to hire one (1) National Historic Preservation Act (NHPA) Section 106 Specialist. The principal objective of this position is to assist the park’s designated Section 106 Coordinator with meeting the requirements of what is commonly referred to as “Section 106” of the National Historic Preservation Act. This position will work closely with the park’s NEPA Specialist and serve on the park’s Planning Team. The primary duties will include writing official consultation correspondence between the park and the California State Historic Preservation Officer (SHPO), and the park’s 15 traditionally associated Native American communities.  The position will assist with other Section 106 writing duties, such as contributing to Memorandum of Agreements (MOAs) and Programmatic Agreements (PAs) as determined through the standard review process of 36 CFR Part 800. Incumbent must demonstrate strong writing abilities and thorough knowledge of 36 CFR Part 800. The position will be required to coordinate with project managers, field crews and SOI qualified cultural resource specialists to obtain the necessary information to complete all requirements in 36 CFR Part 800.

Examples of needed skills include: working knowledge of 36 CFR Part 800; writing NHPA consultation letters; file management; preparation of National Register Nominations and Determinations of Eligibility; preparation or contribution to MOAs and PAs; working as part of an interdisciplinary team; coordinating reviews with qualified cultural resource professionals; prioritizing workload; and tracking and communicating status of tasks.

This position is primarily office based. This position requires long periods of standing or sitting at a computer.

Compensation & Timeline:  

  • Rate of Pay: $23/hour
  • Health and dental benefits
  • 26-week appointment beginning October 1, 2017 (or upon on availability and completion of DOI Background Investigation)
  • Full time, 40 hours/week (some weekend work may be required); potential for extension pending funding and favorable performance review


Joshua Tree National Park is located in southern California, just off I-10, and is a 2-3-hour drive from Los Angeles, Phoenix and Las Vegas. Aside from the outdoor recreation opportunities and natural wonders within the park, Death Valley and Grand Canyon National Parks, the Mojave Preserve, as well as Lake Mead and Spring Mountains National Recreation Areas are nearby and afford a diversity of outdoor activities ranging from hiking, mountain biking and rock hounding to fishing, boating and skiing/snowboarding. 


  • Graduate degree preferred (Bachelor’s degree minimum) in anthropology, archeology, history, architecture, history, landscape architecture, or closely related field; applicants with advanced degrees are encouraged to apply;
  • Knowledge of 36 CFR Part 800;
  • Ability to understand, implement and adhere to Secretary of the Interior professional qualification standards;
  • Ability to understand, implement and adhere to the 2008 Nationwide Programmatic Agreement between the NPS and NCSHPO;
  • Ability to utilize ArcGIS and/or AutoCAD software to build maps, organize and manage data, and manipulate data layers;
  • Possess a clean, valid, state-issued driver’s license with ability to safely operate and maintain a 4WD vehicle on and off paved roads;
  • Ability to work productively and cooperatively as part of a team focused on accomplishing mutual goals and communicate effectively, both written and orally, with a diverse audience;
  • Possess good organizational skills and be detail oriented; and
  • Successful applicant must complete a Department of Interior (DOI) Background Investigation (BI) or submit paperwork to NPS human resources indicating an active and fully adjudicated BI has already been completed prior to beginning position.
