RECRUITMENT: The Maryland Department of Transportation State Highway Administration (MDOT SHA) is recruiting for a Senior Archaeologist (Administrator II) position in the 
Office of Planning and Preliminary Engineering-Environmental Planning Division. This recruitment is open to anyone who meets the minimum and selective qualifications* listed below by the closing date. This is a position specific recruitment.  The resulting list of eligibles will be used to fill this vacancy or function only. 
The primary duties for this position include complying with cultural resource state and federal laws including Section 106 of the National Historic Preservation Act (NHPA), Section 4(f), NEPA, and the Maryland Historical Trust Act.  This position is knowledgeable, and possesses education and professional qualifications, to usher the agency through the process of complying with these laws and regulations.  Specifically, the position contributes her/his expertise in the planning of transportation projects with regards to cultural resource management; and determines the level of effort and coordination needed to comply with the laws and secure concurrence from the state regulatory agency, the Maryland Historical Trust (MHT).
 
Duties also include coordinating with other teams in the Environmental Planning Division (EPLD) and offices across MDOT SHA.  These responsibilities include providing technical assistance; preparing schedules, budgets, and scopes of work to meet project deadlines; planning, implementing and supervising archaeology fieldwork; preparing correspondence, reports, and agreement documents for the Administrator's signature; and coordinating with state and federal review agencies to comply cultural resource laws and regulations.  Furthermore, the position manages, plans, budgets, reviews, and approves the work of consultant archaeologists. 
 
The Senior Archaeologist also manages consultant open-end contracts and individual work orders, including preparing of cost estimates and negotiating budgets; tracking of expenditures; reviewing consultant invoices for approval, and preparing of ratings of completed work.  In addition, the senior archaeologist provides cultural resources training and develops guidance on cultural resources to MDOT SHA employees across the agency.
 
This position also serves as the Cultural Resources Section's Native American Consultation Program Manager.  The duties include serving as a resource for in-house staff and management on federally recognized Indian tribes, Maryland state-recognized Tribes, as well as Maryland Indian groups.  This manager coordinates with Maryland Historical Trust on Native American issues including curation, repatriation, and potential recognition issues.

 

QUALIFICATIONS:

Minimum Qualifications

Education:
  A bachelor's degree from an accredited college or university.

Experience:  Four (4) years of experience in administrative or professional work. 

Selective Qualification: Two (2) years of archaeological survey work and cultural resource management

*This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification.  Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability). 


Notes:      

1.  Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education.

2.  Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-to-year basis for the required general experience.

3.  Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant on a year-for-year basis for the required education and experience.

Preferred Qualifications

The ideal candidate will possess:

  • Experience in Section 106 compliance related to archaeology
  • Knowledge of federal and state environmental statutes, laws, regulations, policy procedures, etc., especially those related to Section 106 of the NHPA
  • Knowledge of the principles, practices and methods in cultural resources management, such as archaeological investigation methods, documentation, and report writing
  • Knowledge of the principles, practices and methods of historic standing structures and archeological features identification, evaluation and mitigation
  • Knowledge of research methods including data collection, organization, artifact and site analysis and interpretation of survey and excavation results
  • Knowledge of the management and preservation of cultural resources
  • Skill in negotiating in an adverse setting with state, federal, local, private, and public agencies to resolve conflict
